As stated on the Info page:

Serendip is a micro-nation [offically defined by the United Nations as a nation or state with fewer than 300,000 citizens].  Because we have been forced out of our native lands and have little likelihood of regaining them,
The Prince-Bishop issued his 1997 Decree of Cyber-Statehood.  The 97DCS, in brief, declared that in the eyes of god, the United Nations and The Organization of Unrecognized Peoples the dominion and sovereignty over specific land is not required for a Nation, The Serene Principality of Serendip would henceforth exist as a Cyber-Nation with Full and Complete Sovereignty over it's citizens, their unfixed and mobile dwellings, it's webspace, and the Royal Residence, wherever that might be.

The jocular tone of this, the official government website, shall not be misinterpreted as suggesting that SPoS is a joke, but rather reflects the jocular nature of the Prince-Bishop's personality.  Serendip is a very real extra-territorial Sovereign Nation, not unlike the Sovereign Order of Malta.  Unlike the Hutt-River Principality, The
Empire of Atlantium, or the Republic of Molossia with whom Serendip aligns itself, we are without territory.  In this, the cyber age, when websites and chat rooms allow relationships of all sorts to flourish across macronational borders, HSH believes that territory is no longer a prerequisite to Nationality or Statehood.  Forging meaningful relationships and identities of affiliation thru the internet, means that Nations may arise and thrive without the interference of macronational governmental influence.

At the direction of the Prince-Bishop, the Principality recognizes nations in both the macro-national and micro-national spheres.  Our contention is that while the former national model wanes in favor of the latter, it must be recognized and dealt with diplomatically, much as one would approach a wounded lion.  Therefore, the SPoS unilaterally extends recognition to the member states of the
United Nations

Per the recent decision of the Prince-Bishop, we further officially and unilaterally recognize those micro-nations with internet sites who have been active for at least 6 months.  It is HSH's sincere belief that all micro-nations, regardless of their purpose, be it sovereignty, simulation, fun, artistic or political statement are indeed examples of the potential for sovereign nationhood and communities of affiliation that the internet makes possible.  HSH, and Serendip, further believe that such new cyber models will continue to develop and flourish.
Our unilateral recognition of the UN member states and all micro-nations extant for 6 months shall not be misconstrued as an endorsement of any nation's actions, behaviors or policies.
